George McCaskey hired Kevin Warren as team president of the Chicago Bears in 2022. Since then, the two have embarked on efforts to build a new stadium for the franchise. Five years later, and it feels like they’re no closer to a resolution than when they first started. Illinois is deadlocked on the legislative front, unwilling to make the necessary concessions on infrastructure and property taxes to push a deal through. Indiana, on the other hand, has cleared that problem but faces environmental factors that make their potential building locations less appealing.
It hasn’t helped that McCaskey seems wholly out of his depth in handling this process. The Bears’ owner has never been involved in high-stakes negotiations like this before. It appears somebody has decided enough is enough. According to Capital News Illinois, top representatives from the Illinois state government have begun including Pat Ryan in stadium talks. The Bears’ part-owner has held 1/5 of the team for years and has served as a key member of their board of directors. He’s also the richest man in the organization and just successfully negotiated a new stadium for Northwestern University with the state.
“The records show that Bears minority owner and board member Pat Ryan also was included as a late addition to at least one of the meetings.
Deputy Gov. Andy Manar, who oversees the state’s budget and economic development efforts, emailed Karen Murphy, the Bears’ executive vice president of stadium development and chief operating officer, on Aug. 11 requesting a 30-minute “check in” via phone or video conference sometime in the following weeks, records show.
Murphy agreed to a cellphone conversation on Aug. 20. About an hour before the scheduled meeting, however, Murphy emailed Manar’s executive assistant asking that Ryan be added to the invitation and that Manar be told the billionaire and former Aon CEO would be joining.”
George McCaskey might finally be letting an adult take over.
That may sound harsh considering he’s in his 70s, but it is reality. A more qualified businessman probably would’ve had these talks wrapped up by now. McCaskey is a good man and a steady leader, but he is not a business expert. Nowhere close to what Ryan is. He is a self-made billionaire who built an empire in Chicago. Though 89 years old, it’s pretty clear he still knows how to get deals done. This feels like him growing weary of the constant deadlock and deciding to step in and help move the process along.
It’s little wonder people in Springfield seem happy with this development. They’ve already worked with Ryan before and respect his business acumen. He knows who to talk to, how to talk to them, and what must be done to move the process forward. None of this has proven true with George McCaskey. It has felt like the Bears’ owner has meandered through everything, expecting Warren to do what the team is paying him to do eventually. Then he seems surprised when it stalls again.

This entire saga is entirely familiar.
One thing we learned about McCaskey as chairman is that he does a poor job when researching candidates for important positions. He opted for a familiar face at GM in Phil Emery, then went with Ryan Pace in 2015 on the recommendation of another former GM. Nobody should be surprised that his hiring of Warren might’ve been ill-thought-out. All he knew was the man had been in Minnesota when the Vikings successfully built U.S. Bank Stadium. Perhaps he made the mistake of assuming Warren was a primary voice in that.
Either way, it feels like Ryan has decided to step in, finally recognizing that McCaskey isn’t equipped to close the deal. He has rubbed shoulders with Illinois politicians for decades. The man knows every trick in the book. If anybody can nudge the Bears in the right direction, it would be Ryan. Not much time remains before the legislature reconvenes for the fall session. Maybe he is hoping to build some momentum before then.
